Make accept4() stub if accept4 syscall is not available even if socket APIs are
made available

stripping "!defined __UCLIBC_HAS_SOCKET__" from all the lines in stubs.c makes
sense to me.  maybe Bernhard can speak to what he was going for exactly with
those.
