[PATCH 3/3] touch: remove unneeded GETOPT32 defines

Everything seems to work as intended, I tested applying timestamps from
another file, using -r, and specifying a date using -d, and it only
changed the respective timestamp that it was supposed to.

Not entirely related, but perhaps it would be worth adding a config
option like ENABLE_FEATURE_TOUCH_MICROSECONDS to support adding those to
the timestamps.
