I suggest you use Buildroot:

Buildroot is a simple, efficient and easy-to-use tool to
generate embedded Linux systems through cross-compilation.
Yes, you will need to learn how to configure buildroot but they've
solved all of the problems you are running into. The solution often
involves more than changing variables in the Makefile. IMO this is
by far the best way to cross-compile busybox.
