Relicense ntpd and ntpd_simple applets to ISC license

I though that requirement for all busybox contributions is GPL license. This was the reason why I licensed applet under GPLv2. If ISC license is acceptable for you, I'm also for it. Proposed patch is attached and after agreement, license can be copied to ntpd_simple.c...
Please note that I removed "portability layer" authors mentioned in OpenNTPd license because this portability layer code was never used by applet (everything was replaced by already existing libbb code).

All of them are CC-ed. If you don't agree with ISC-style license for ntpd.c (and attached patch), please tell us...
