Try enabling CONFIG_FEATURE_BASH_IS_ASH or CONFIG_FEATURE_BASH_IS_HUSH.
This will merely create a bash applet, which will be aliased
to ash or hush.
Without that options enabled, you'll get "bash: applet not found".
