I had what looks like the same problem with udev-164 and bb 1.17.3 back
in November.  From my notes udev was passing the "-b" option to modprobe
and the solution was to enable modprobe blacklists.

CONFIG_FEATURE_MODPROBE_BLACKLIST=y
