syslogd config patch

Hello.

Denys, could you explain why in REMOTE_LOG sending procedure in syslog
"we are not modifying log messages in any way before send"? Because
author of the patch wrote it this way or there was some intention?
Also are there some log level considerations or we log all messages to
all specified remote hosts? It seems that there aren't.
