well, you'd have to commit it first.  so here, you'd do:
git commit -s posix_conformance.txt
<type your log like your e-mail>
git format-patch HEAD^
git send-email 0001-*

at any rate, ive added the file to git under docs/ for people to start banging 
on, thanks !
