Are you sure it is deprecated, or is it only that udev moved to netlink?
(It allows more than one listener.)

dbus is used for communication from udev to those apps interested in
hotplug events. But udev uses a netlink socket to get those events from
the kernel (if I'm not very mistaken ;).
