mdev woes

I'm using BusyBox 1.5.0 and I can't get mdev to work as I would expect. It's only populating a very small subset of devices in the kernel. In particular, only:
brw------- 22,0 hdc
brw------- 22,1 hdc1
brw------- 22,2 hdc2
lrwxrwxrwx      root -> hdc2

There should be much more, including the console, etc. I believe I shouldn't have to write a mdev.conf file, but I have done that also without getting further.

What I can figure out, is all the devices exist in /sys. Where it searches /sys/class there are a lot of symlinks. I don't think these symlinks are being followed.

I don't seem to be able to find the option in BusyBox that might change this behaviour. Shouldn't mdev be independent and manage following symlinks itself in any case?
