compressed usage broke parallel builds

$ make oldconfig |grep 'using defaults found'
# using defaults found in .config
/bin/sh: /home/ymorin/dev/busybox-z-usage/scripts/usage_compressed: Permission denied
# using defaults found in .config

So now, "conf -o" is called twice, once for the rule: "include/bb_config.h:"
and once for the rule: "oldconfig:"

Plus this scripts/usage_compressed that is no longer executed, missing
$(SHELL) when calling it:

 include/usage_compressed.h: $(top_srcdir)/scripts/usage_compressed
     $(disp_gen)
-    $(Q)$(<) "$(top_builddir)/scripts" > $@
+    $(Q)$(SHELL) $(<) "$(top_builddir)/scripts" > $@

Try also the following from a distclean tree:
$ touch .config
$ make distclean

Without the patch, it works like a charm (makes a distclean). With the patch,
it asks all the questions to create a correct .config first.
