[BusyBox] ifupdown CONFIG_FEATURE_IFUPDOWN_IP patch

When running 'ifdown' on an interface configured via DHCP, 'ifdown' will 
attempt to run 'ifconfig' even if built with 
CONFIG_FEATURE_IFUPDOWN_IP.  The attached patch corrects this problem 
(against CVS as of yesterday morning).
