[BusyBox] [PATCH] make CONFIG_FEATURE_UNARCHIVE_TAPE common between CONFIG_{CPIO, TAR}

Greetings,

CONFIG_FEATURE_UNARCHIVE_TAPE (Enable tape drive support) depends on either
CONFIG_CPIO or CONFIG_TAR, but, the entry itself lies under CONFIG_TAR:

  [*] cpio
  [*] tar
  [*]     Enable tape drive support

This patch makes CONFIG_FEATURE_UNARCHIVE_TAPE common between the two: 

  [*] cpio
  [*] tar
  --- Common options for cpio and tar
  [*]   Enable tape drive support
