[BusyBox] common base64 encode

Attached is a patch that makes wget and uuencode share common code for
base64 encoding.

The benefits are pretty marginal, only saves about 50 bytes in both are
compiled, but adds 200 if uunecode is compiled without wget.

Not sure wether to commit, opinions anyone ?
