I'm not sure I understand.  All reboot code in init/init.c is
enabled and there is no option to disable it.  If I understand
you correctly, you are suggesting that BusyBox should be changed
to that when CONFIG_REBOOT is disabled, the reboot handling stuff
should also be disabled in init/init.c, right?
