I discovered one more problem...  There was a limit of only one
cvs user at a time, and someone had been connected since around
1am, effectively DOSing everyone else...  I have fixed this
problem as well now, so _hopefully_ this is the end of my
continuing battle to make anon cvs both secure and available,
