[BusyBox] Config for httpd

Hi All!

bb-httpd has a "lot" of config options as I can see by 'make menuconfig'
in the 'Network Utilities' section.
I think than httpd is network daemon, but not a utility (as defined for the 
section name).
So my proposition is to move bb-httpd options to the sepatrated subsection 
like for udhcpd.
