Oh.. 1.5 year old dispute.
1) Your idea does not allow to realize an opportunity of installation suid on
programs 
such as "halt" or "reboot".
2) For set suid to "mount" require recompile(!) busibox. 
3) Also it is not necessary to forget about an opportunity suid not for uid=0.
