[BusyBox] bug#1250: hwclock applet

Almost every embedded thin-client distribution I know of uses hwclock in
conjunction with some sort of network time synchronisation protocol.
Lightweight NTP clients already exist (ntpclient etc), but it would be
useful if busybox supported basic hwclock set-from-hardware and
set-to-hardware functionality so that we don't have to add hwclock as a
separate binary.
