The tuxscreen (tuxscreen.net) project once had a version where there
were no modules, and still some pcmcia cards were useable.
But according to the latest kernel-traffic the pcmcia subsystem REQUIRES
modules.

Yes (you need card services) and no (busybox has nothing that would
help).
But you can compile cardservices with uclibc
