[BusyBox] Config system reworked... again...

FYI, I just completely rework the internals workings of the
busybox 0.61.pre config system (again) so that it no longer
annoys me to work on the busybox development tree.  This
eliminates the use of recursive make, and once again allows us 
to run 'make' in a subdirectory with the expected result.  And
things are now much faster too.  Greatly improved IMHO...

Please give it a try and see if you can find any problems.
I'm heading to sleep now.  When I wake up I'm planning on 
finishing up the 0.60.3 release so we can leave that tree
behind.  I've got a number of patches waiting.  My apologies 
for taking so long to get around to this.  I've been really
really busy,
