[BusyBox] reboot, halt, poweroff problems.

Hmmm..
It appears what strange locale in Turkey ;)) 
I also could not think about such. 
For example, Russian locale in any way does not mention latin-1 
though contains in addition 33 letters :)

I think best for remove this strange problem:

% export LC_ALL=POSIX
% export LC_CTYPE=POSIX
% make

You use I skin the version busybox? This problem already seems was solved
recently.
