I'm pretty sure the problem is with the version of glibc. I'm running a Debian
potato system (also uses glibc 2.1.3) and I do not get this problem.

$ touch foo
$ ls -l foo
-rw-r--r--    1 markw    users           0 Mar  2 12:30 foo
$ sudo ./busybox chown root.root foo
$ ls -l foo
-rw-r--r--    1 root     root            0 Mar  2 12:30 foo

I don't have a glibc v 2.0 system that I can test on, so it's kind of hard for
me to know where to look. Could you try running Busybox chown through strace
or gdb and see if you can spot where the "Function not implemented" message is
being generated?
