This seems weird to me, this option was added years ago in

I tried on Debian Buster which has the version you mentioned:
root at 9dce64e0e00d:/# pkill -h |& grep echo
 -e, --echo                display what is killed
root at 9dce64e0e00d:/# pkill --version
pkill from procps-ng 3.3.15
