In Busybox 1.23 and newer, including 1.24.2 poweroff does nothing at all.

How to reproduce:

1. Create a vagrant VM based on Ubuntu 14.04 LTS
2. SSH into the VM
3. Download & extract the busybox sources
4. make menuconfig and select poweroff
5. make
6. sudo busybox poweroff
7. Nothing happens

This happens both with statically and dynamically compiled builds.
