fixes handling of <facility>.!* entries in /etc/syslog.conf

Hello,

the current Busybox (1.20.2) does not correctly handle <facility>.!* entries in
/etc/syslog.conf. Instead of *disallowing* matching log messages, they are
*allowed*. A simple patch is attached that fixes this problem.
