Summary: chgrp does not compile if chown is not configured
Description:
Version should be 1.3.1, but I cannot select that on the product version
above.

If chown is not configured, the chgrp.c file does not compile:

coreutils/chgrp.c: In function `chgrp_main':
coreutils/chgrp.c:26: warning: implicit declaration of function
