[Buildroot] Wrong license information in package qt5quickcontrols2?

 OK, so we *could* conditionally add the FDL license based on whether or not the
examples are selected, but I don't really think that is necessary. So just keep
FDL unconditinoally.

 Yes it's OK. Add a comment above it in the .mk file to make it explicity that
it is missing.
