[Buildroot] [PATCH] Make BR2_LINUX_KERNEL_DTB_IS_SELF_BUILT public

Hi,

How can we move forward with this patch?

I also noticed that I missed my signed off tag, adding it in this mail
as well. (Let me know if you prefer the patch to be re-sent.)
