[Buildroot] No compiler is embedded to the file system.

usually people use cross compilers in small embedded systems and there
is less need
for putting the toolchain on the target plus it will require quite a
bit of storage

I would have expected it to appear in Package Selection for Target ->
Development Tools
or some such but seems it does not.
