So shouldn't we have something like:

$(PROJECT_BUILD_DIR)/tgt-config.cache: .config
        mkdir -p $(@D)
        rm -f $@
        touch $@

Probably in an ifdef BR2_CONFIG_CACHE.

Totally untested, but wouldn't that work?
