The Gentoo is a distribution rather than a build system. For one, it
requires Gentoo as the host OS, or am I mistaken there?

buildroot and OpenEmbedded are fairly host agnostic and the latter
supports a VERY wide range of Linux target configurations, arch, libc,
distro's etc.
