Errors building arm binutils under uClibc.

So as a second level smoke test, I tried to build binutils 2.17 under a uClibc 
system made from the 10/04 snapshot, and arm died with:

/home/firmware/firmware-224a724868f3/build/temp-i586/binutils/libiberty/strsignal.c:553: 
error: conflicting types for 'psignal'
/tools/bin/../include/signal.h:142: error: previous declaration of 'psignal' 
was here
