Headers are fine in 0.9.27

One thing that changed in 0.9.28 is the headers are now installed by a tar 
invocation that uses the --exclude option, which isn't supported by busybox 
1.0's tar (but should be supported by the current busybox svn snapshot.)

I bumped into this /usr/include install problem with 0.9.28 myself, which is 
why I fixed busybox's tar.  (And I have busybox installing uclibc 0.9.28 in 
my build at http://www.landley.net/code/firmware).
