[uClibc] target/generic only used with genext2fs?

It appears that the only way to get a complete filesystem is to 
generate an EXT2.

So, if you really want a TAR or JFFS2 version you should: (?)
1. Configure BuildRoot
2. Build with the EXT2 FS option (even if you do not want it)
3. mount file.ext2 mnt -o loop
4. Generate the JFFS2 or TAR file from the loop mounted FS

Is this correct?
