[uClibc] static linking aid: dummy libdl

I should have been specific; libao, one of the support libs for
vorbis-tools, has such code in audio_out.c. The tools work fine with
this stuff stubbed out, and a dummy libdl let me get away without
patching.

So far, I've been able to convince everything else I've wanted to
build that I really didn't have libdl, and it really didn't need it.
