[uClibc] New __IPC_64 interface added for syscalls {msg, sem, shm}ctl

I just checked in support for the newer __IPC_64 interface for all archs.
It all began with bug 222(http://busybox.net/bugs/view.php?id=222). There you will
also find a test app. Note that you will have to rebuild your toolchain or copy
the relevant msq.h and ipc.h files into your toolchains include dirs.
