[uClibc] ntp-4.2.0 does not build against uclibc w/o ipv6

this isnt a uClibc bug ;)

4.2.0 was kind of a crappy release wrt ipv6; search the Gentoo bugzilla for a 
patch koon sent me (i just havent applied yet)
