[uClibc] Multiple jobs support for Buildroot

Hello,
Attached to this mail, you'll find a patch (gzipped, otherwise patch is
bigger than the 40KB limit) that allows to use the -j
option of make to run simultaneous jobs. On fast SMPs systems, this
allows to speed up the compilation of the toolchain and tools.
It also adds :
- a "Build options" menu to the configuration interface
- a suboption "Wget command" that allows to define the wget command to
be used to download .tar.gz
- a suboption "Tar verbose" that defines whether the user wants tar to
be verbose
- a suboption "Number of jobs to run simultaneously"
The patch touches :
- the main Config.in file
- all .mk files to add -j$(BR2_JLEVEL) where it's appropriate
Don't hesitate to comment this patch and/or apply it to Buildroot CVS.
