[uClibc] [patch] Fix dlsym resolution for powerpc

This fixes the bug I reported for the powerpc. It forces the dynamic loader to 
always check in the local shared object symbol table before checking other 
shared objects during a resolution.

I don't have access to other platforms to test - but the change is easy enough 
- just an extra parameter to _dl_find_hash.
