I assume this means you are having the issue mentioned in that thread?
Not a Debian user here, so I can't really help you.

You need to compile and install Perl within the buildroot environment
before you're able to build openssh, from what it seems.  You can either
do that, or try to hack around using perl.  Either one will work.
