[uClibc] Config for locale in buildroot is not adapted to cvs

Hello!

The locale version of the .config file is not adapted to uClibc cvs. My 
proposal is, use the one with non-local support, and if LOCALE is 
required, then do:
echo "CONFIG_UCLIBC_LOCALE=y" >> .config
echo "CONFIG_UCLIBC_XLOCALE=y" >> .config
... and the other changed/new settings
If one is defined (like buffersize) and has to be unset, because it is 
replaced with another option, then use:
echo "PARAM_TO_UNSET=n" >> .config

You could put the changed params also into a file and
cat <file> >> .config
