[uClibc]strptime and mktime problem

The todo list is fine, I just wanted to make sure the problem is know.
It is easy enough to work around, so I have no need to look at it now
either.

One thing to keep in mind is memset'ing the struct before calling
strptime worked ok, without the TZ being set. So I would think they
are 2 seperate issues.
