I can certainly build uClibc within the uClibc dev systems that
are available on uclibc.org without involving glibc.  The only
exception to that is LOCALE support, which requires that the host
system was also built with LOCALE support.  To avoid this
dependancy, there are a set of pre-generated locale files in the
uclibc.org download area.

If this isn't what you meant, perhaps you can elaborate on
whatever problems you are having.
