[uClibc]Proposal for binutils build for dev images

Hello!

Erik, you could build binutils with:
make tooldir=/usr
and install with:
make tooldir=/usr install
so you get rid of /usr/<arch>-linux
the binaries will be installed in /usr/bin and the ldscripts in 
/usr/lib/ldscripts

also add
cp libiberty.h /usr/include
