[uClibc] ldconfig built against the installed libc

Hello!
The subject says it all, do following test:
build w/ LOCALE, w/o XLOCALE and install
after this rebuild with XLOCALE enabled too
ldd,readelf builds correctly, make -C utils ldd readelf
ldconfig: undefined reference to `__ctype_b_loc' (this is in the new one 
installed in <builddir>/lib, but missing from the old one in /lib).

Probably this is the earlier mailed XLOCALE problem, I have overseen that 
the libraries are already built.
