[uClibc] uclibc w/ locale support does not build

Hello!

Building uClibc in a glibc env w/ locale support enabled ends with
scanf.c: In function vfscanf, parse error before const, p undeclared

If also XLOCALE=y, then it ends with
locale.c: In function __curlocale_set, parse error before oldloc, oldloc
undeclared.

In both cases there are (intentional) warnings:
#warning need thread version of CUR_LOCALE
#warning mask defines for extra locale categories

Tried with both pregenerated locale data, and building the data.

gcc-2.96/glibc-2.2.5

Peter
