[uClibc] PIE support in uClibc-0.9.24

Hello!

I see you are moving to 0.9.24, would you please add the 2 -pie support 
patches I have sent earlier (to support -pie binaries (it is an option and 
works only for x86). It is ifdef'd, so no impact on current config if the 
option is not selected (and remove COMPLETELY_PIC, unused).
