[uClibc]no clock_gettime source in uClibc?

Right now, the time and timezone support in uClibc is still
pretty minimal.  This stuff is scheduled to be fixed before the
0.9.10 release (first week of March).  If you need it before I
get around to fixing things, patches are warmly accepted,  :-)
