They do not.  As far as I know, I'm the only person working on the v850,
and nobody ever told me they were required...

BTW, it seems like given the current structure of uClibc, it would be
cleaner to put these system-dependent includes in bits/ with all the
other system-dependent includes, and put generic versions of them in
include/sys which would just include those (any common code, like
functions prototypes, could go there too); then you could get rid of the
new makefile gronk.
